Unix cron job is the most accurate and effective way to fulfil this task. But, what to do if you have not such ability to setup Unix cron job? A lot of shared hosting plans do not include this feature in any form. That's why (I'm sure) developers included internal cron like service into WordPress - as alternative tool for those for whom real cron is not available. You are right. It seems that you just met PHP script execution timeout, that's why you got empty page, and role change is applied to not all sites of course. There is not update for this problem for this moment.
