All standard WordPress roles (subscriber, contributor, author, editor) except administrator have not this capability and WordPress admin page is not crashed. Try to deactivate all plugins you use and login to admin. Then activate plugins one by one and check admin page after every plugin activation. It seems that you have a problem with some of your plugins. Do you see any error message in the browser? I see a lot of plugins with similar functionality and "member" word in its names at wordpress.org. More users capable to work with blog plugins is more danger to you blog. I propose you to think about another way your wish can be realized. The most of the plugins requires administrator privileges from user to change plugin's settings. It is possible to set this requirement for your "Member" plugin only to some role with lower capabilities. That is to meet your request via "Member" plugin modification itself. Example: I want a user with a certain role to be able to update members in my "Member" plugin, but want to restrict them from changing setting in my "All in one SEO" plugin... The end result is to allow me to check which plugins the user is able to access...and hiding any plugins the user does not have access too.
